A great IMU (Italian Council Tax) calculator is now available online and as apps at:

http://www.riscotel.it/calcimu/index.html

It calculates the amount due and can print out the forms needed to pay in at the post office:

The information needed to fill in the form can be found on your notary act or land registry details.

Re IMU Tax
The Rendita which is on the Notary paperwork changes it's value over time. I am not sure of the frequency of this. My Italian accountant obtained for me from the Agenzia del Territorio.
I assume that the Comune would have it via their computers since they work it out for you to pay the Post Office or via your bank.

Repeating this post here as it's regarding the IMU Tax.

Re IMU.
I paid €144 in June and €232 in December for a 2 bedroom apartment in the Ricadi Comune's area.
That was quite a big increase for the second part of the year.
I am hoping to pay my IMU next month when I go out if they have had the figures to charge from their Central Government.

Now that they have finally agreed to have a coalition government, I have just read that a Housing Tax that had been implemented recently is being considered or has been repealed.
Is this the IMU tax or the Tax on 2nd homes for italians?

Hi David,

yes, the IMU tax will probably be axed, but probably not for second homes.

Whilst passing new laws, the June payment of the tax is suspended and also the planned VAT increase has been cancelled already.

Thank you Dennis for the news.
By second home owners do you mean this for resident Italian resident second home owners?
I was hoping to pay my IMU & Tarsu taxes next month when I go out for a week.
This means I won't be able to pay my IMU tax or whatever now that replaces it (?ICI) until later on in the year. Nothing changes really it's always been difficult for us non-residents to pay our Comune taxes.

Hi David,

Sorry for not being clear, nothing changes for second home owners like yourself. People living full time in Italy will perhaps see the IMU tax cancelled, postponed or changed later this year.

Initially there was talk of cancelling it, but the new coalition is backpedalling on that already.

Hi Dennis,
Thank you for the clarification on this topic. I wonder if I will be able to pay my IMU tax when I go out next week?
Havel the Comunes been given the information on how much to to charge "second home owners" (non Italian residents).
What would be the situation be I wonder for a person who may not have or own a home in the country where they normally reside but have a property in Italy?

Yes, you can use the link above. There may be changes to the 2013 IMU for residents, for second home owners nothing is expected to change.

Re IMU Tax.
Just had my IMU paid through a friend in Ricadi. For this June my wife and I paid a total of €188.
Last December I paid €232 and in June 2012 €144.
I was pleasantly surprised as I was expecting to pay nearer €250!!

I believe you can pay your IMU on-ine. I looked at the various Italian Government websites to find the form to fill in, check my current Rendita value, calculate the IMU using the sites recommended but I couldn't get anywhere with them despite them being Google Translated!!
My Italian accountant offered to do it for €60 but had it done by a friend as I mentioned earlier.
If anyone who has the knowledge to pay the IMU on-line please lead us through the procedure so that a dumb person like myself can follow the instructions.

I went to the commune, in April, in Zambrone to try and obtain a bill for my IMU ,as I have always paid my other bills through the same route i.e.I am given the bill by the clerk and then pay in the post office .
I know the man in charge now having visited him 3 times and I can communicate in Italian with him fine. He advised me to wait until June to pay my Imu and said I would receive a bill in the post to my complex.I was out again in June until July 5th and no Imu bill had arrived just a water bill,so I paid that and now I will wait until September when I am going again and hope it will have arrived .
I asked about paying by direct debit and the man told me I could not do it for the first payment but after that he would give me a form to fill in and future payments could be made by direct debit.
Meanwhile my italian neighbour told me she was able to pay her bill in June by direct debit .Things may be different for Italian residents ! I don't know if this is of any help but I do find going directly to the municipio is the easiest way to get our bills.

I have just heard that the IMU has now been replaced by the "Service Tax" which also may include the Tarsu tax.
My friends say that you have to register for this tax at the Comune and will try and register for me.
I'll you updated if I hear anything else.
I suspect that this new tax will not be much different and maybe higher than the IMU & Tarsu taxes combined. As I understand it the furore by the Italians was the IMU having to be paid for their family home.

I am completely confuse by the tax system .On my last visit to the commune ,the clerk advised me that my husband had not paid any tax even though I thought he had given me the bills for both of us .
It really is a difficult system to understand and keep up to date with .

Ok Thanks Dennis ,it is easy to understand why people sometimes don't pay tax in Italy ,the system is not user friendly .

Received this comment from my friend this week who had been paid my last IMU tax bill in June. He lives in Ricadi Comune area, so presumably it'll refer to all Comunes in Italy.
"Went to the Comune yesterday & asked him when we are likely to hear something about the new Tax & he just laughed & said nobody has any idea they are still arguing about it in government"

I have just checked (for the first time) the website of my Italian accountant. I should have looked at this before as there is a wealth of information on it.
As well as articles on the 20% advance tax that is proposed that I posted under 'Italian Income Tax' there is news about the Comune taxes that replace the IMU and other useful information as well.

Had no idea about the 20% tax on money being sent to a bank account here
quite unbelievable
We send money over via a foreign exchange company from our bank account in Scotland to our Italian bank account here. This money goes straight into the Italian economy... as we live here permanently and no longer own a house in the UK
I have no idea how I can prove that the money is from savings, and our Pensions, not from investments.
I'll email our contact at the foreign exchange company on Monday and see what he says.

Another reason for closing our bank account here. I was thinking about it after paying over 200 euros in commission just last month.

It seems we have a new tax to pay this year!

TASI - Tassa sui servizi indivisibile (new IMU-like tax on all property)

Calculated on the Cadastral value of your property increased by 5% and multiplied by 160 (could be a slightly different number for land etc). For 2014 the maximum a comune can ask for is 0.25% of this calculated figure. The Comune can increase this by another 0.08% IF they offer discounts for Prima Casa.


To be paid by the dates fixed by your comune in at least 2 installments. You must also be given the opprotunity to pay in one installment by 16th December if the Comune has not fixed the rate by 30/5/2014.

The base rate for 2014 is 0.1% and the IMU plus TASI may not exceed 1.06%

This is paid by the owner of the property BUT the comune can choose to have the tenant or occupier of the property pay anywhere from 10% to 30% of the bill with the remainder due from the owner.

This is not payable on agricoltural land and at a reduced rate for buildings 'strumentale'

This is the most up to date version of the calculator I have. If anyone has another version they have modded for their use, I would love to see the kind of changes you are making. I didnt password protect it because I wanted people to be able to customize it to fit their wants/needs. Maybe there are some changes others would like to use as well.

Some years ago, I sent an email in English to my Comune, Ricadi. I copied /pasted a google translation underneath. Eventually I received a reply detailing all outstanding monies due. There was no penalty added.
So now I email the same guy every year and he updates me.
With an email you have proof of trying to make contact / paying the tax.

You have had better luck with corresponding to the Ricadi Comune than I have had.
No problem with my IMU and have it paid bi-annully by a friend who lives there.
It has been my Tarsu Tax that I have been trying to pay for many.years. I have called into their office at least a half a dozen times over the past 10 years, sometimes having to wait an hour or so to be told to leave my UK address and they would send the bill. I have had nothing and have been told by the local people not to chase them anymore!!
