Does anyone know whether it is legal for land owners to dump builders rubble on their own tracts of open ground effectively creating a massive rubbish tip?
While land owners have a legal right to do what they like with their own property, this constitues health and environmental hazzards as the area is overrun with rats

Rubbish dumping has been happening in a particular area quite blatantly and it would appear that the local residents who are affected have no recourse to the law whatsoever. The mounds of rubbish continue to grow.

Looking at the problems affecting Naples makes me fearful for the future of the east coast.

Does anyone have any knowledge of local or regional enforcement laws ?

hmm, cannot help, but I suspect that is one of the reason the locals tolerate the feral cats it helps keep the rat population down. If the problem is domestic waste I suspect the local council would intervene then. we have our rubbish collected every day save sunda and find our area very clean will little or no fly tipping.

I hope it's only builder's rubble.
Dumping is becomming a big problem (Business) !

There is builders rubble, and a lot of it. Burning it is not an option either. It's not pleasant to have to look at it each day yet there are no measures in place that prevent this type of blatant fly tipping.
